Despite its promise, however, actualizing this plan has been tepid, with provincial and local officials often lacking a comprehensive grasp of its directives—a gap that must urgently be bridged to drive effective partnership with the private sector.

In navigating these challenges, South Africa’s new agricultural leadership, including the Democratic Alliance’s John Steenhuisen, finds alignment with ongoing policy trajectories rather than advocating for sweeping reforms.
