Two government agencies that do not usually share a stage have announced plans to work together. SMEDAN, the Small and Medium Enterprises Development Agency of Nigeria, and the EFCC, the Economic and Financial Crimes Commission, are building a joint programme aimed at Nigeria’s young entrepreneurs.

The focus is practical and overdue. Cybersecurity, financial responsibility, and ethical business practices. Not just how to start a business, but how to run one without ending up on the wrong side of the law or losing everything to a digital scam.

How SMEDAN Came About This

SMEDAN Director-General Charles Odii paid a courtesy visit to EFCC Executive Chairman Ola Olukoyede in Abuja. What came out of the meeting was a framework for collaboration that goes beyond the usual memorandum of understanding that gets signed and forgotten.

The SMEDAN EFCC youth entrepreneurship training initiative will involve knowledge sharing, joint capacity-building programmes, and the integration of cybersecurity content from the EFCC’s ICSS curriculum into SMEDAN’s existing training programmes.

The EFCC will also participate directly in SMEDAN training events, particularly those covering cybersecurity awareness, financial responsibility, and what it means to run a business ethically in Nigeria’s current environment.

Why SMEDAN and EFCC Pairing Makes Sense

On the surface, a development agency and a crime-fighting commission seem like an unlikely combination. Look closer, and the logic is clear.

Nigeria’s young smartpreneurs are increasingly running their businesses on digital platforms. They use financial technology tools to collect payments, manage accounts, and market products. That exposure brings opportunity. It also brings risk.

Fraud, phishing, digital theft, and financial crime are real threats to small businesses. Many young business owners have no training in how to protect themselves. Some, under financial pressure, make decisions that cross legal lines without fully understanding the consequences.

This collaboration tries to address both problems at once. Teach smartpreneurs how to grow their businesses. Teach them the legal obligations that come with that growth. Teach them how to protect what they build.

What Odii Said About the Approach

SMEDAN’s director-general was direct about what youth development actually requires. Practical skills alone are not enough. Young people also need access to opportunities, mentorship, digital knowledge, financial literacy, and an understanding of responsible enterprise.

That list is longer than most government training programmes try to cover. Most focus on one or two items and leave the rest. The argument here is that leaving out any part of that list produces smartpreneurs who are skilled but vulnerable, or ambitious but unprepared for the legal and financial realities of running a business.

What the EFCC Brings to the Table

Olukoyede acknowledged that SMEDAN’s youth-focused work is already making an impact. His point was that equipping young Nigerians with real opportunities and skills reduces the conditions that make financial crime attractive in the first place.

That is a more sophisticated reading of the EFCC’s role than most people associate with the agency. Fighting financial crime is not only about prosecution. It is also about prevention. And prevention starts with economic inclusion.

A young person with a viable, growing business and the knowledge to protect it has less reason to cut corners.

What This Means for MSMEs

For Nigeria’s micro, small and medium enterprises, the proposed joint training is a practical addition to what is already available. Cybersecurity exposure. Ethical business frameworks. Financial responsibility alongside the skills to start and scale a venture.

These are not abstract lessons. They apply directly to the decisions young business owners make every day, about how they handle customer data, how they manage cash, how they use digital payment platforms, and how they respond when something goes wrong.

The digital economy is not waiting for Nigerian smartpreneurs to catch up. Programmes like this one are part of how the gap gets closed.

The Honest Caveat

Government agency partnerships in Nigeria have a mixed record. The announcement is encouraging. What matters is whether the joint training actually runs, reaches enough people, and delivers content that is useful rather than performative.

Both agencies have the reach. SMEDAN works with MSMEs across the country. The EFCC has a national footprint and existing cybersecurity training infrastructure. The ingredients are there.

The follow-through will tell the real story.
